My name is Julio César Méndez.

I am a Computer Engineer graduated in a prestigious technology institute in my country, through work (29 years) I specialized in the area of ​​Mechatronics, with competences in the areas of industrial automation, both in patented technologies and in free technologies; in the development and test of applications of low and high level and real time; in the development and test of communication protocols for the industrial and electrical area; in the development and test of operating systems and applications in real time; in the installation of all types of operating systems and their diagnosis in several hardware platforms; in the selection of hardware for diverse applications and operating systems, in consulting in the development and administration of integral projects of automation of industrial processes and development of software applications of different nature; Formed for the processes of research and development of high level technologies. Within the projects in which I have participated, I have had experience in the area of ​​computer security. Although I do not have certificates in some areas of my knowledge, I am a diligent person willing to learn. I am the inventor of versions 2 and 3 of Net-DAS (r) technology (soft PLC) of the company PDVSA (Petróleos de Venzuela), and co-author of the SCADA GALBA technology, from the same company, so I had to evaluate many similar technologies, including communication protocols and information security problems.


Currently I am a freelance working in requirements engineering for several projects and advising state companies for the implementation of hardware and software solutions for the national electrical industry of Venezuela (CORPOELEC), in its different levels, and developer of ERP Odoo software. 

I am beginning to study the Russian language on my own.

I have technical English skills (reading well, regular writing, speaking low)
